The New York City Council Passes The Carriage Horse Ban Bill - But TWU Local 100 Says ‘The Fight is Not Over’

(NEW YORK CITY) - After the New York City Council voted to pass a Bill that would ban horse carriages and destroy the industry - as well as the financial futures of hundreds of Workers, one thing remains clear, Transit Workers Union (TWU) Local 100 Officials said: This fight is not over.

“We will see them in Court,” Local 100 Administrative Vice President Alexander Kemp. “This Bill is blatantly unconstitutional, providing nothing but a plan to draft a plan. There’s nothing concrete for hundreds of Workers, carriage owners and family members who face total economic devastation.”

Intro. 943 would create chaos for Workers who have sunk everything they had into an industry and the horses they love, purchasing medallions from the city for hundreds and thousands of dollars, the TWU said.

Despite City Council Speaker Julie Menin and others paying lip service to protecting Workers, there are no guarantees for how the Carriage Drivers will survive and where the horses will go.

“The City faces an ($8.8 billion) deficit and this workforce is getting nothing but promises that there might be some aid in the future,” Kemp said.

Just days earlier, the TWU informed New York City’s top lawyer that it would file a legal challenge in Federal Court if the City Council approves Intro. 943.

The Union plans to seek a Temporary Restraining Order “the minute the ink dries,” according to a letter sent to City Corporation Counsel Steve Banks.

Copies of the letter were also sent to Council Speaker Julie Menin and Mayor Zohran Mamdani.

“This Bill is a ‘train wreck’ of constitutional and due process violations,” TWU International President John Samuelsen said. “It offers nothing concrete for Blue-Collar Drivers and carriage owners who will be financially crushed, stripped of their jobs, their licenses, expensive City-issued medallions, small businesses and way of life. It is not progressive. It is Anti-Worker. It’s theft.”

The Bill - as currently written, takes property without compensation, including City-issued medallions carriage owners spent hundreds of thousands to purchase.

It also says horse owners can’t sell their horses to anyone intending to use it as a carriage horse, meaning a horse owner couldn’t sell their horse to places like Colonial Williamsburg.

These are Fifth Amendment violations, the TWU said.

“The Bill does not meet any minimum standard of protection for the Workers or the horses,” Local 100’s Kemp said. “It’s quite clear that Intro. (943) needs to be changed in order to provide any measure of security and fairness for the industry and the carriage horses.”
