County Commissioners Lesley Briones and Rodney Ellis highlighted the success of the Apprenticeship Advantage Program. A Workforce Development initiative that was launched in 2023 using Federal American Rescue Plan Act funds. The Harris County Commissioners Court recently approved a $6.7 million investment from the American Rescue Plan Act (ARPA) to expand its trailblazing Apprenticeship Advantage Program. “We did not poke holes in our budget with our upper money. We did an equity analysis to figure out what things we could do, and (where) we could try to prove the concept. Knowing we could not invest in all of them again, but we could invest in some of them again,” Ellis said. The program is designed to expand U.S. Department of Labor Registered Apprenticeships in Harris County and targets both long-established industries and fast-growing sectors. Briones said - so far, more than 1,600 people have enrolled and gained access to paid, earn-while-you-learn opportunities.
