NLRB Says Wall Street Journal Photo Editors ‘Have The Right To Hold A Union Election’

Nearly nine months after the conclusion of a hearing into the question of their Union eligibility, Photo Editors and Lead Photo Editors at The Wall Street Journal have learned the National Labor Relations Board (NLRB) has directed an election to be held so they may be represented by the Independent Association of Publishers' Employees (IAPE) – which is affiliated with The NewsGuild (TNG) International and the Communications Workers of America (CWA), and known as IAPE/TNG-CWA Local 1096

The Mail-Ballot Representation Election must be concluded by September 8th (2023), almost one year to the day after Photo Editors first filed an NLRB petition to be represented by IAPE.

In his decision, NLRB Regional Director John D. Doyle, Jr. wrote the election will apply to: “All Full-Time and Regular Part-Time Photo Editors and Lead Photo Editors, including Features Photo Editors, Lead Features Photo Editors and News Photo Editors.”

The NLRB Regional Director rejected arguments by the company that Photo Editors and Lead Photo Editors are Supervisory Employees.

The ruling is considered an enormous victory and would not have been accomplished without the solidarity of the Photo Editor and Lead Photo Editor colleagues, the leadership of IAPE Organizer Marissa Dadiw, and the guidance and presentation of the Union’s case at the Labor Board by counsel for the Union - Adam Bellotti from the Washington firm of Bredhoff & Kaiser, Union Officials said.

The IAPE has more than 1,300 Members in several locations throughout the U.S. and Canada, who hold a wide range of jobs - Reporters, Software Developers, Computer Technicians and Programmers, Sales Professionals, Customer Service Personnel and dozens of other titles.

Together they help publish and distribute the print and digital versions of The Wall Street Journal and Barron's, as well as work on products like Factiva and MarketWatch.
